Liberty Crest Apartments anchor the historic reformatory’s transformation, offering 165 thoughtfully-designed one- and two-bedroom apartment homes within the buildings on this historic campus.
With a variety of floor plans and rental ranges, Liberty Crest blends historic character with modern convenience – featuring both market rate apartments and affordable options for qualifying residents under annual income limits.

Application Fee
A non-refundable application fee of $24.00 will be required upon application submission. This covers items such as credit and background checks, which are initiated immediately with every application.
Security Deposit
A $300.00 security deposit is required for one-bedroom apartments.
A $500.00 security deposit is required for two-bedroom apartments.
Applicants with a low credit score may incur a higher security deposit.
The security deposit is refundable and will be returned to you the month following your move out, less any costs associated with damages, cleaning, or unpaid rent.
Pet Deposit + Fees
We welcome your pets, and do not impose breed or weight restrictions. Two pets are allowed per apartment.
If you have a pet a $150.00 non-refundable deposit is required. Monthly pet rent is $50.00 per month per pet.

Tucked into the heart of Liberty are the historic Power Plant Apartments, offering an extraordinary living experience that blends industrial heritage with modern comfort.
Once the beating heart of the facility’s operations, the 1927 power plant has been thoughtfully transformed into apartments with soaring ceilings, expansive windows, and historic character that can’t be replicated.
With just 10 apartments available, now is the time to reserve your place in this truly unique piece of Virginia history.
Leasing will begin soon for September 2025 move in.

Affordable Living
Income restrictions apply to select Liberty Crest apartments
Liberty Crest offers a variety of homes at a wide range of rental rates, including apartments that are reserved for those earning less than 50% of the county median income.
Programs are in place that allow apartments to be available to individuals and families who may otherwise be unable to afford a premium location. One such criteria to qualify is that household income must be less than the limitations set forth here.
Student restrictions apply. Rental rates are set and do not fluctuate based on resident income amounts.
Maximum Income Limits
For the 50% Area Median Income Program- One person household: $57,400
- Two person household: $65,600
- Three person household: $73,800
- Four person household: $81,950
